So I'm having this problem with the lower half of my body on butterfly. I can't get my butt to rise out of the water after a stroke, I feel as if I'm dragging my legs through the water. any suggestions?

do a kicking set working on getting your butt out of the water. Also, look at videos on Phelps on youtube to get some tips.
Another thing to try is to make sure you are pressing your chest down before you start your pull. Pressing the chest down should get your hips up - think of your body as being like a teeter-totter, so when your chest goes down, your hips go up.
a few thoughts:
* crush the can (pretend a can is parallel to your body and when your arms are extended forward let them press under you - to crush the can) - keep it simple - got this from the great teacher technician tripp hedrick
* once the can is mostly compacted, release and throw your arms around and forward - GIVE UP THE BACK END to release and recover rhythmically
* angels in the snow (circle the arms around and to the front like angels in the snow)
* exhale to inhale - as soon as you feel a little lift (forward really - not up) - as you begin to crush the can - exhale to quickly inhale so you can drop your head back into the water to let your arms (angel wings) fall forward into the water
*notice the words "into the water" not just on the surface slip forward just below the surface
* play with riding the line forward and just below the surface - eyes down
