I'll admit to being a newcomer myself, but I've seen it both ways. In one meet, though, I lost my goggles as I dove in, which led someone to suggest putting them on before putting on the cap (to make sure they stay on)... I've also heard this suggestion for open water swims. Maybe I even heard that on the USMS board--can't remember.
A swim cap reduces drag which slows you down. If you swim without a cap your hair slows you down. The exact same reason you shave down for big meets.
Your cap should fit snug and not curl up on the sides or slide off. You shouldn't have to adjust it or keep pulling it down. It should not take in air bubbles or water. If you have any of those problems, it's time for a new one.

It's really a matter of preference. I personally wear them both ways but mostly wear them under my cap. A lot of backstroke swimmers choose to wear them under their cap.
The main benefit is that you'll never lose your goggles and the added benefit is that you'll spend a lot less time adjusting them. The downside is that you'll have to take off your cap to adjust them.
personally i wear my goggles over my cap for practice (you can always stop to adjust them) but always always always under my cap for meets. i dealt with one too many races having water-filled goggles as an age grouper...
:)
Peirsolfan . Thanks for the info . Today I put the hat on over my goggles. And to my glee I was 30 sec, faster than i normaly swim. the goggles stayed secured thru out the entire 100 laps (meters). Thanks again . Dom Aiello.:)
