I'll admit to being a newcomer myself, but I've seen it both ways. In one meet, though, I lost my goggles as I dove in, which led someone to suggest putting them on before putting on the cap (to make sure they stay on)... I've also heard this suggestion for open water swims. Maybe I even heard that on the USMS board--can't remember.
