A swim cap reduces drag which slows you down. If you swim without a cap your hair slows you down. The exact same reason you shave down for big meets.
Your cap should fit snug and not curl up on the sides or slide off. You shouldn't have to adjust it or keep pulling it down. It should not take in air bubbles or water. If you have any of those problems, it's time for a new one.
