I think it is a bad rule as freestyle underwater is undefined. As others say if you do dolphin kick you are legally swimming fly. As long as you are doing front crawl (or other non-conventional stroke) when you break out it should be legal freestyle in an IM.
FINA appears to have invented a 5th stroke -- "freestyle not on your back"
According to FINA's INTERPRETATION of Sept 7th "According to SW 9.1 each of the strokes must cover one quarter (1/4) of the distance. Being on the back when leaving the wall for the Freestyle portion of the Ind. Medley is covering more than one quarter of the distance in the style of Backstroke and is, therefore, a disqualification. Backstroke swimming is only defined as being on the back."
I guess I'll need to adjust my flip turn.

I figured it out. In IM with a free to free turn there is also a back to back turn. Since you can turn on your front for that,subtract that from the 1/4 time on your back,allowing some time on your back for the free turn.

Sounds good. The turn judges will just need to keep tally sheets to make sure no one is doing more than 1/4 the total distance of any stroke!
