Looks like it is to gain 20 minutes of rest before doing the 400 IM.
What do you folks think? Fair play or not?
I say anyone attempting the 1650 and 400 IM back to back deserves some slack.

Chowmi, when I'm faced with deep, profound, life-altering questions like this, "Should I eat the Swedish Fish before workout?" I just pause and ask myself WWRLD? I don't ask myself, like the SWIMMER article did, WWGWGD (http://athleticfoodie.com/). We know Garrett wouldn't eat the swedish fish, But, Ryan? Oh, yeah, he'd eat the fish. In fact, I heard him interviewed and he answered that question thusly, "Uhhhhhhhh (very long pause), you know YOLO man, so JEAH! like as long as you're gonna be a man in the morning, you gotta eat the swedish fish. (another pause) Did I say JEAH?"

I think I might just enter the 800 at Mission Viejo in about 14 minutes. If can swim faster than Gull, would that be sandbagging? I haven't swam the event as a masters swimmer, so there is no time in the database.
Hey, Wookiee, don't clog up the M.V. pool with all that hair, ok? I'll be entering the 1500 and that would be a loooong swim if it's through a bunch of your hairballs! :bolt:
Here is a direct quote from the Glossary in the 2013 USMS rulebook:
Submitted Times—those filed with an entry as having been previously achieved or reasonably estimated; also known as seed times.
We can say whatever we want about intentions behind seed times, but this is the code we are technically supposed to follow.

We can say whatever we want about intentions behind seed times, but this is the code we are technically supposed to follow. And speaking of technicalities we are supposed to follow… I don’t see anywhere in our rules that allow a swimmer to enter “No Time” as a submitted Time (unlike USA Swimming where they have 102.2.8). Either I missed it or technically following our rules these should not be allowed either.

If it's not explicitly banned or the rules are silent, you can just as easily argue that it is permissible.
And defining a concept by reference to another definition isn't crystal clear either.
If you want a rule that precludes sandbagging, just write one that explicitly bans the practice. If sandbagging is really tantamount to terrorism and infanticide, we should get right on it! Masters meets aren't just for swimmers; they are for angels whose pee is like nectar. :) I am going to take off my angel wings now to rest my shoulders for nationals.

um.....
if you have gone 5:00 in the 500yd free and submit a time of 6:00, you indeed HAVE previously achieved that time!
in fact you have bested it by 1min.
the "submitted times" does not mention it is your BEST time. :D

I find myself in unfamiliar territory, agreeing in principle with Leslie. I hardly equate adding a minute or three on my entry to joining the Taliban or al'Queda(sp?). But maybe I should rethink my new turban and mobile missile launcher.
And don't call me no forumite. Ick.

I haven't sandbagged in ages. I just like to argue with the morality police. :) And while I'm at it, maybe we could have an Ostracism Provision for swimmers that selfishly use split requests like poor Patrick. Why allow swimmers more opportunities to get more times without a beat down? We should instead make them feel really bad about it because they have theoretically reduced competition by approximately 12% in their heat. Not that anyone else in the heat particularly cared or even noticed ...
