Looks like it is to gain 20 minutes of rest before doing the 400 IM.
What do you folks think? Fair play or not?
I say anyone attempting the 1650 and 400 IM back to back deserves some slack.
Here is a direct quote from the Glossary in the 2013 USMS rulebook:
Submitted Times—those filed with an entry as having been previously achieved or reasonably estimated; also known as seed times.
We can say whatever we want about intentions behind seed times, but this is the code we are technically supposed to follow.

if you have gone 5:00 in the 500yd free and submit a time of 6:00, you indeed HAVE previously achieved that time!
in fact you have bested it by 1min.
the "submitted times" does not mention it is your BEST time. :D
