Everything depends on anatomic and physical parameters and distance specialization of every single swimmer. Shoulder driven, hips driven, front quadrant - you should find out which one is better for you counting your specialization. That's why it's better not to copy blindly other swimmers.

The shoulder driven stroke is ideal for all-out sprints. While it gives great power it is unstable at slower than maximal speeds, thus it breaks down more quickly. That at least is how I understand it. The hips do rotate less in the shoulder driven stroke, but they do still rotate - note the clip you posted. Cesar Ceilo's hips are rotating, just not so much. Notice his head remains perfectly still.

Hips stay level. Most coaches and elite sprinters advocate using a high elbow position, but others use a straighter pull. Find out what works best for you.
