Shoulder driven freestyle question

hello guys is there anybody here that knows a lot about the shoulder driven freestyle?. when you swim it are you suppose to make your hip rotate, or have it stabilized? and when you pull is it better to pull underwater with a high elbow, or almost straight but slightly bent pull(‪FINAL 50 livre Masculino - Beijing 2008‬‏ - YouTube 3:00-3:12)

While it gives great power it is unstable at slower than maximal speeds, thus it breaks down more quickly. That at least is how I understand it. The hips do rotate less in the shoulder driven stroke, but they do still rotate - note the clip you posted. Cesar Ceilo's hips are rotating, just not so much. Notice his head remains perfectly still.
