My flutter kick and fly kick on my back are 5-10 seconds faster than my fly kick and flutter kick on my front. Does anyone know what is impeding my kick when I'm on my front?

Likely, head and upper body position. For some reason, when people kick on their front, they do not keep their head aligned with their back, but rather want to "see where they are going" even if it's only "cheating" the head up or eyes forward ever so much.
Keep that head locked between your arms on your front and look down at the bottom (and/or close your eyes) to prevent cheating a look forward and see what happens. Then report back.

Do you kick with a board? When you are on your back, you maybe using your upbeat and downbeat equally. When on your front, you maybe kicking in one direction with much effort
Also, on your back, you are likely to be in a better body position than when kicking on your front.
If you have video, it would be easier to see what is the difference for you.
