you might have some luck with a triathlon website or local triathlon club. in addition, if you have a beach or site in mind, you might stalk the site for swimmers.
I live in the greater houston area... regardless of the metropolitan area, you're likely to have to turn a few stones and rocks over to locate some open water swim partners.

USMS is headquartered in Sarasota, FL. The Sarasota Y Shark Masters team is there also and every Saturday morning we have an open water practice on Siesta Key Beach. Some of us in the group do head out to other locations for OW swims on weekends. I used to live in Bradenton and swam many times on Anna Maria. We always do a breakfast outing after practice and have many other social events going on on a regular basis.
