I tried my hand at open water swimming last year. I participated in the hermosa to Manhattan beach swim. i hope to do more this year.
I know there are always people to swim with at the hermosa guard tower, but are there other locations to hook up and swim with people you don't know?
What about lakes?

Lake swims. Most open after Labor Day, check out Bonelli Park, Castaic, etc.
group ocean swims. LA tri club has group swims, check the calendar on the la tri club website, don't need to be a member to join them. All up and down the coast, Alamitos Bay to Malibu.
Also check out Pacific Masters, I think it is, they meet at the guard tower just north of the MB pier at 8 am on Sats, I believe.
