I was reading an article on usa swimming and it referenced and energy zone chart that had information on duration of sets, repeat distance, rest interval, and # of repeats for each energy zone. Here is the article:

I have a 1995 USA Swimming booklet call "Training Categories and Training Design Guidelines" that was developed by Skinner, Urbanchek, Maglischo, Steele, Colebank, McDowell and many other USS Coaches that have what you're looking for. It's been reviewed by scientists and approved by the USS Sports Science Committee. I'm sure it's changed a little but the booklet is something I always look at when planning a season. Email the Olympic Training camp and simply ask for the booklet. Making science work practically and effectively is the secret that makes consistent improvement in swimming an art.
