If so, would it be acceptable to take my ankle length fastskin to the tailor to get it shortened to my knee so it would once again be legal?

We shall have to wait and see. At the moment, FINA have stated that the new suit rules do not apply to masters.
It wouldn't surprise me if FINA changed their mind (again!).
Well, we're still waiting to see if FINA follows the Master committee's recommendation to apply the rule to Masters. But assuming they do, my understanding of the rule is that it prohibits customizing suits. It seems to me that shortening a suit would be customizing it, so it wouldn't be allowed.
