101.4.4 Finish—Upon the finish of the race, the swimmer must touch the wall while on the back. The body may be submerged at the touch. According to the backstrokin' demon Blue Muppet, the way that rule is supposed to be interpreted is that if you go under and pop back up before you touch, you are to be DQ'd. At least that is how it is interpreted in USAS - and ours are probably interpreted in the same fashion. Nevertheless, a tough call to make - it all happens so fast.
