I know that Swim Outlet says that they run large, but I'm not so sure what that means. They seem to fit about the same as Speedo jammers of equivalent size--at most, just a little bit looser. And, based on how they fit, a size down seems likely to be too tight. Keep in mind, though, that I'm buying on the large end anyway (I get 38s for practice suits), so my experience may not translate over for the enviably thin.
Oh, and I should warn you if you do get them: When I say they last about a year, I mean that. However, they do not fade or become see through or stretch out or anything like that. In fact, at a year old, the fabric looks every bit as new as when the suit was bought. The stitching is another matter. You'll notice that they have stripes on the side. At around a year, the stitching on those stripes starts to come apart and the stripes pull away from the suit. That is a signal that ALL of the stitching is about to fail, including the stitching at the BOTTOM of the suit. A friend of mine discovered this--though thankfully in private. May not be such a big deal if you are wearing them over jammers, but thought you should know.
