Unfortunately, this happened at my school. They cut the men's program and made the women's program non-scholarship. It is pretty tough for a college swim coach to recruit if he has no scholarships to offer. Most of the swimmers he gets are ones who like the school, have decent swimming talent, and want to still be a part of a team.
It is sad that it is still happening and will likely continue to happen.
