If true, he seems to have a habit of screwing up in the very next Novembers after Olympics...
anyone here from the UK? How reputable is "news of the world"?

Three months is pretty weak. Should have been at least six months, but then he would have missed Worlds. Can't have that.
No competitive advantage via pot. It's a personal issue, not a competitive one.
Also highlights what a joke drug testing has become. The only ones who get caught are those who are stupid or careless.
The drug testing system is far more advanced, far more all-encompassing and far more likely to catch offenders looking for a competitive edge.
Phelps wasn't smoking for a competitive edge. Therefore, it's a non-issue with regards to the drug testing program.
