Michael Phelps and a bong? Is there any truth to this?

are we sure that's Phelps?
If true, he seems to have a habit of screwing up in the very next Novembers after Olympics...
anyone here from the UK? How reputable is "news of the world"?
How could he be so careless?
I don't really mean to start up the whole "legalize it" argument, but who really cares. It is estimated that something like 70% of high school age children try it at least once, and a good portion overall are at least recreational users. For the record, I am not a user but fall into the "have tried it" category.
It has been pretty obvious that Phelps is on a bit of a post Olympic party binge the past few months - hanging with celebs, dating Vegas "cocktail waitresses", and all in all making up for the three solid years of nothing but training he was doing leading up to the event. No body cares if Snoop Dog or Willie Nelson does it, but if Phelps takes a hit we should crucify him??
Drinking and driving is the bad one - it can actually hurt or kill other people. The bong hit - at worst we might see some slightly reduced lung capacity at the 2012 games!
