Michael Phelps and a bong? Is there any truth to this?

are we sure that's Phelps?
If true, he seems to have a habit of screwing up in the very next Novembers after Olympics...
anyone here from the UK? How reputable is "news of the world"?
How could he be so careless?
Funny, a couple of you have posted about Phelp's smarts or lack thereof. I have been mulling this over in my mind and I think I may agree. While he seems to have swimming savvy, and racing smarts galore, I wonder about his common sense and general ability to communicate well. I think intelligence comes in many different forms, but Michael seems to be lacking in a few of the more important land-based varieties...
