Toronto is really spread out and the traffic horrendous, so it depends where you are located.
The Ontario masters has a good "where to swim page":
www.mastersswimmingontario.ca/.../places.htm
Select where you will be: Downtown, GTA (Greater Toronto Area) North, West or whatever.
North Toronto has a strong club but there are others too (I have not swum with any, so don't know how practices are).
