You bet! It's like covering the radiator of a car in the summer. I can get hot in a matter of minutes, so I don't wear one even for 50s.
I find that longer hair is a cooler head, though. I tried the clippered 1/4 inch hair bumpy head thing and I was so hot that year I decided to try going the other way. I have never been so comfortable swimming now that it is shoulder length. It allows me to train much harder and deal with much hotter temperatures than ever before.... in and out of the pool. No caps ever!
Al is the hairiest man (or woman--you know who you are) in all of swimming. Intuitively it would seem you would not only be cooler with less hair, but swim faster without that 2 lb. mop on your head. Can't argue with results though--so continue to rock that "Sampson-like" coifed "do."
Unfortunately, we will not be able to stand as witness to it's maximum magical cooling effects as I think Phoenix is in for a "cold spell" and it will be under 110 degrees for the state meet this weekend.
