Backstrokers could get a much better start by curling their toes over the edge but since some pools don't have gutters, the rule is there to level the playing field.
Not to mention people used to exploit the rule by using "standup starts" where you basically stood on the edge of the gutter and held on to the top of the block. Those starts were great. Imagine the SDK you could get off one of those!
