How do you create an official usms team? What do you have to do to get it approved?

I live in Richmond VA. There arnt any masters teams around here that have a main focus of preparing swimmers for meets. My local Y (tuckahoe ymca) has a masters team but they arnt about swimming meets, their more for fitness and I dont think they are an actual usms club. I want to swim for a club that focuses on meets and that has sent people to nationals. But theres no clubs around here like that.
