In practicing body dolphin, no matter head or hand lead, how to KEEP your hips just below the surface AFTER clearing the surface? Our hips usually sink after clearing the surface, or before the next kick!! It still happen no matter we let the waistdown be trailed or do a small kick.

Matt's ideas sound right to me. Very likely, your hips aren't really "sinking" so much as you might either be bending your knees too much or popping up your head. Get some red zoomers.
