what to do with hips sinking during body dolphin?

In practicing body dolphin, no matter head or hand lead, how to KEEP your hips just below the surface AFTER clearing the surface? Our hips usually sink after clearing the surface, or before the next kick!! It still happen no matter we let the waistdown be trailed or do a small kick. Pls help. Thank you

    Thank you, Matt S. Pls allow me to say more about our problem¡K. Excuse me, isn¡¦t the most ideal way of hip traveling to pop OUT of the surface then keep just BELOW the surface while doing body dolphin?! And YES, there is a problem with going forward¡K and our problem here is with no problem to let the hips clear the surface, but to let the hips keep just below the surface after popping out of the water. And I am getting confused if the pulse comes from the chest and ¡K we are asked to keep the upper back not too deep and NOT to downbeat at all and NOT to use the thigh muscle at all Any tips to make the travel looked like effortless yet still with efficiency??????? Thank you very much.
