Fina Rules

I just got my new Swimming World and it said that FINA was looking at allowing a dolphin kick in the breaststroke pullout. Does anyone know the status of this?

So I say, do not get fixed on one swimmer, especially when he did have a perfect 200 m. final race, and some other swimmers cheated, but they do not attract your attention?
