When I was in Rome a few years ago, I just swam in my hotel pool at the Cavalieri. It was 25m, but didn't have any lane markings or ropes, and was kept a bit toasty.
Once in the water and moving around, I usually didn't have any problems with other people, and there was at least 1 seam across the bottom that I used as a lane marking.
Given the temp, I certainly didn't wear a cap. I wore my dragsuit the first time and took it off fairly quickly.
They have a gym and spa, and I believe let outsiders come and use it...but I'd imagine it is a bit costly. And it is a bit of a hike from town (it is up in the mountains overlooking the city).
