I visited Rome in February 2012, and it is very difficult to find a Masters team there. I found one not too far from the main train station, but they make you pay close to $20 for the one-hour workout ... and the group wasn't very good. Mostly fitness swimmers who didn't know all the strokes.
In the summer, I would imagine the Olympic pool in the north part of town is open, and might have free swim available.
