I though the All Star point system was based on Open water events and Postals.
You are correct for the criteria for the Long Distance All Stars. This should be getting done very soon because the last events in the process for determining this was the 3000 and 6000 Postal National Championship Swims which were completed over 3 months ago.
The Pool All Star are determined by the swimmer who has the most #1 Swims in there age group. If there is a tie, then its based on who has the most swims in the National Top Ten. USMS National Records and FINA World Records have nothing to do with the selection of the All Stars.
A question was asked of me today as to why the 2011 USMS SCM Final Top Ten is not out right now since last year it was a lot earlier. I wasn't sure if this was a true statement so I checked and actually the FINA World Top Ten was published on March 11, 2010 and I have provided a link of that discussion from last year.
