Yup. Reaction time is the time from the start to when the feet leave the blocks. It's not the time to the first movement. This suggests that the swimmer may have flinched significantly, may have even recoiled backwards, and then started. We had a DQ in a double-dual meet two weeks ago in the 1000 free on a false start, dual-confirmed by the referee and the starter.
