So here's a crazy idea for relay exchanges for swimming.. Lay a towel right by the deck so when the swimmer is finishing his leg, the guy going next does a running start and dives right off the deck.
Is it legal?

This is certainly the rule they would use to DQ you for attempting a running start:
102.15.3 Any swimmer who acts in an unsportsmanlike or unsafe manner within the swimming venue may be considered for appropriate action or penalty by the referee.
