So here's a crazy idea for relay exchanges for swimming.. Lay a towel right by the deck so when the swimmer is finishing his leg, the guy going next does a running start and dives right off the deck.

I know it doesn't, but I'm not sure it's not. I can't find anything specifically in the rule book that disallows it.
Here's the only rule I see mentioning relay starts:
The team of a swimmer whose feet have lost contact with the starting
platform (ground, deck or wall) before the preceding teammate touches
the wall shall be disqualified.
It doesn't say anything about how that start must be performed. It does say you can start from the deck, so why can't you do a running start?
