Legal relay exchange?

So here's a crazy idea for relay exchanges for swimming.. Lay a towel right by the deck so when the swimmer is finishing his leg, the guy going next does a running start and dives right off the deck. Is it legal? :banana:

In NCAA it is legal to do a walking start, but you still have to be on the block.
