Legal relay exchange?

So here's a crazy idea for relay exchanges for swimming.. Lay a towel right by the deck so when the swimmer is finishing his leg, the guy going next does a running start and dives right off the deck. Is it legal? :banana:

    It doesn't sound legal. Starting swimmer is supposed to have one foot at the front of the block/deck or have a hand/foot on the wall and be stationary. A running start would be very unsafe, too many people behind the blocks with relay teammates, timers, officials, runners. Some pools have the timing system cables exposed or have a raised lip at pool edge.
