One thing of note is that apparently no one noticed that one chip started but did not finish the race and it took family calling police to launch the search (per news reports).
To my understanding, the family called police before the race was completed, because they were concerned that he had apparently not yet finished. The way the news reports have been worded makes it sound like the race organizers were derelict in their duties, but my understanding is that the additional fire and police personnel were deployed while the final racers were finishing.
