Does anyone have suggestions about how to find places to train in open water? I live in Cincinnati, and a number of our parks have lakes, but the parks administration told me that swimming is strictly prohibited in all their lakes. Is there a resource out there? A strategy for finding a place?

We have this same problem in NYC/Northern-NJ.
Some hints we've tried:
1) Look for Federal Rec areas. In our area, they're much more lenient.
2) See if there are any local groups (perhaps check google or USMS.)
In our case, there are 2 such groups that have special authorization.
