I always figured the open water rules regarding swimwear were the same as pool swimming, but just noticed this in the USMS rules:
303.6.1 Swimwear shall be the same as defined in article 102.14.1 and 102.14.2. Goggles, ear plugs and grease shall be allowed. The suit shall be made of a porous material.
That last sentence would seem to make blueseventy suits illegal, but bluseventy has suits specifically marketed to open water swimmers (the Nero 10K, for example) and says these are legal for all FINA events. So does anyone know for sure?
I have seen B70s at the local OW that I have done. I really don't think that the officials care. They don't even enforce the no wetsuit rule that they put in the entry form.
For 2009 competition, nine different models of the "Nero" Blueseventy line and two different models of the "Pointzero3+" Blueseventy line are legal for both pool and OW events. The "Nero" 10K bodyskin model is among those listed as approved by FINA.
