I've only done one race in my life, and that was as training for something else, but this year I'm training seriously for it. Do I need to "taper" or is that just for pool meets?
The one I'm going for is 2500m and I'm hoping to break the hour. If tapering is a good idea, how do I go about it?

I think that for swimming, even longer swims don't require as much of a taper, at least for me. I use sort of a mini-taper which is only 3-5 days before the big event where I will get in to swim but nothing serious, shorter stuff, 1500-2000 yds just to keep the muscles awake. The focus for those sessions is form. It works alright for me but my longest OW race ever was 4 miles.
