USMS rulebook clarification - open water

I have two points about the USMS rulebook sections on open water that I'd like to raise: (1) I downloaded the full rulebook. In section 304.1.1, it states" "...as long as they are conducted according to the safety standards in article 303.4" The problem is that 303.4 is a section on seeding, not safety. (2) What exactly is an "open water event"? Under section 302.1, it states: An open water event is comprised of one or more swims of any distance conducted in an open body of water, either natural or manmade. That still requires a definition of open body of water. Only clear one I could find was on a scuba diving web site: 15. Definition Open Water: Open water is any body of water other than a swimming pool. Here is my problem. Near where I live is a converted rock quarry. Part of it is a 50m long laned lap swim area. I would consider that a pool, but under the USMS definition, someone could argue that it is "open water". Is there part of the rulebook which defines these terms more carefully, or do I accept that there is ambiguity between a non-standard sized swimming pool versus a man-made "open body" of water?
