Time Trials let swimmers who haven't qualified in an event get a good time in it while they're tapered. It's particularly useful for juniors or swimmers otherwise on the upswing who are trying to get a couple more cuts for the US Open, which is being used as a selection event for a lot of teams, in August. Example- 14 year old Kaitlin Harty, who got her first Trials cut about two weeks ago in the 100 back (1:03.1) got down to a 1:01.9 yesterday, and could probably pick up a few more events for August and position herself for junior teams selection there with some good time trial swims.
Swimswam speculates that he may have had prior assurance:

The bad thing about this is you may well end up with a swimmer who makes the Olympic team and does not get to swim. That would suck.
There are always politics in sports and this is no different. However, Phelps clearly showed up in shape and ready to race. While I see the point that someone, placed sixth, might not get to swim, Phelps is a solid choice, if not THE solid choice.
Now, my whole opinion on this will change entirely if he bumps one of our club's swimmers. Then you will see a flip flop and a total denial I ever said the above.

It is possible that in the Men’s 4X100 Free relay we take the top 6 men with 3 through 6 swimming in prelims, then 1 and 2 plus Phelps and Lochte swim the finals.
Only in Breaststroke:shakeshead:… Who drops 6+ seconds in a 200?
106 - Brendan McHugh Qual time 2:20.02 Prelim 2:13.87 dropping 6.15 seconds! Which may be fast enough to make it back to semi’s.
Who knows the highest seed to actually make the US Olympic Team?:dunno:
Seeded #106 into Semi-finals 16th:bliss:

Then I'd better capture your quote, before you have a chance to delete or edit it.

Good point. I hadn't thought of that.
14 year old Becca Mann just went a 2:11 200 fly for 7th seed in the semis. She finaled in the 4 IM earlier. Look out for her in the future.
Wasn't she in the 400 free, not the 400 IM? They showed her last and she sure did look like a little kid next to the adult women in the heat!
