I heard the designer say on T.V the other night that whilst it was being constructed they had a significant earthquake....the structure obviously survived!
I don't think the deck is all that thin. At least 3 stories thick based on this picture.

Singapore's building code probably has to account for hurricanes, typhoons and earthquakes given its location.
