I think I was thinking of the percentage you need when e.g. on a dissertation you send out a questionaire, you need a certain percentage of responses before the responses can be determined valid. Or at least that is how I remember it........could be wrong. In any event, if this is to be done correctly, it needs to be more than throwing a question out and seeing what happens.
