Scheren swam a 19.69 in his individual race so I'd say either the splits are correct and they swam in a different order than listed (i.e. Scheren actually anchored), or the splits are slightly messed up since it says Scheren split a 21.15 in the relay. I'd have to go with the second scenario.
I talked to Richie Hughey today, he said the splits were messed up. The final time is good though.
