The NCAA released an interpretation today that defines a swimming uniform as one swimsuit or garment. Effective beginning next Friday, any other "suit, garment or material material" will not be "permitted to be worn attached or supplemented under, over or as a part of the uniform." The interpretation doesn't just include technical suites - it effectively eliminates the use of drag suits. To aid officials in the enforcement the NCAA provided three scenarios. Scenario 1: Coach A notices that Swimmer B, who is standing behind the blocks in preparation for his event, is wearing multiple technical suits. Ruling: Illegal. Coach should bring this information to the attention of the official. Scenario 2: Swimmer A, in lane 3, gets up on the block and the Starter sees that Swimmer A has a brief under his technical swimsuit. Ruling: Illegal. Delay of the meet may be charged to the student-athlete. Scenario 3: Swimmer A, who has already qualified with an A-Standard time for the 200 freestyle, gets up on the block to swim that event wearing a lycra bathing suit with an old, torn, nylon tank suit over it. Ruling: Unless the swimmer removes the outer “drag” suit prior to the event, and swims with only one suit, their performance would be disqualified in that event. With the effective date set to begin next week, the decision thus allows swimmers one more week with which to qualify for NCAA's using the technique. ~ ~ ~ ~ FINA FINA Releases Information on FINA Bureau Meeting, Approves Speedsuit Restriction Proposal, Underwater Cameras Approved for Rome -- March 14, 2009 DUBAI, United Arab Emirates, March 14. DURING the FINA Bureau meeting held in Dubai this week, the international organization put in place some official speedsuit restrictions which are "to be immediately implemented." Known as The Dubai Charter (full link to document below), the speedsuit restrictions will be phased in during a two-step approach. As previously reported, FINA held a Speedsuit Summit in Switzerland on Feb. 20. That meeting developed a set of restriction proposals that the Bureau has now implemented effective immediately until Dec. 31, 2009. These are the elements implemented starting today: a. DESIGN: The swimsuit shall not cover the neck and shall not extend past the shoulders nor past the ankles. b. MATERIAL: i. When used, the material shall follow the body shape; ii. The application of different materials shall not create air trapping effects. c. THICKNESS: The material used shall have a maximum thickness of 1 mm. The measurement method is in accordance with ISO Standard 5084 for textiles. d. BUOYANCY: The swimsuit shall not have a buoyancy effect of more than 1 Newton (100 gr). The value to be observed applies to all swimsuits sizes. e. CONTROL: FINA has established its own independent control/testing programme. Scientific testing on thickness and buoyancy will be conducted by a neutral team led by Prof. Jan-Anders Manson, from the Swiss Federal Institute of Technology (EPFL) and Laboratory of Polymer and Composite Technology. f. CONSTRUCTION: Any system providing external stimulation or influence of any form (e.g. pain reduction, chemical/medical substance release, electro-stimulation, or others) is prohibited. g. CUSTOMISATION: All swimsuits of an approved model must be constructed in an identical fashion with no variation/modification for individual swimmers from the samples submitted for approval. Any modification before use is prohibited; it is clarified that an adaptation of size does not constitute customisation. h. USE: The swimmer can only wear one swimsuit (FINA Rule GR 5.3). i. SWIMSUITS TO BE SUBMITTED: All swimsuits to be used during the period of application shall be submitted, even if previously approved. The only submission deadline under these rules is March 31, 2009. j. APPROVAL: Approvals issued under these rules remain valid until December 31, 2009. Manufacturers must indicate the approval on the product in use through a method to be implemented by FINA. The purpose is to check that the swimsuits used in competition are approved models. FINA also went a step further to include a "permeability value" test that will begin as of Jan. 1, 2010. PERMEABILITY: In addition to the thickness and buoyancy scientific independent tests already included in the previous requirements, FINA will define the use of non-permeable materials based on a ‘permeability value' test. The non-permeable material can only be used for a maximum 50% of the total surface of the swimsuit for full-body models. For these models, the maximum surface of non-permeable material to be used on the upper and lower part of the swimsuit shall be respectively 25% on each part. Non-permeable material shall be distinguishable. While the speedsuit rulings definitely took center stage at the Bureau meeting, plenty of other rulings were made on all aquatic sports. One decision that might actually have a bigger impact on the sport of swimming going forward than the speedsuit restrictions is the adoption of "underwater video judging system (used to confirm and/or overrule stroke infraction calls made on the deck)" starting with the FINA World Championships in Rome. ~ ~ ~ ~ ~ USMS March 26th, 2009 U.S. Masters Swimming’s official interpretation of Swimwear rule 102.14: NOTICE TO ALL U. S. MASTERS SWIMMING MEMBERS In light of new swimsuit testing and approval being conducted by FINA according to its recent “Dubai Charter”, the following is U.S. Masters Swimming’s official interpretation of Swimwear rule 102.14: #1. NEW U.S.M.S. SWIMWEAR INTERPRETATION FINA approval or rejection of new swimwear introduced after September 30, 2007, will be accepted by U.S. Masters Swimming for U.S.M.S. sanctioned and recognized competition. The following interpretation regarding the use of two suits during competition is effective immediately. This interpretation conforms to the recent interpretations issued by FINA (03/15/09) and USA Swimming (03/18/09). #2. NEW U.S.M.S. SWIMWEAR INTERPRETATION For purposes of Article 102.14 of U.S. Masters Swimming Rules of Competition, Swimwear, the use of more than one suit at a time during any U.S.M.S. sanctioned or recognized competition is prohibited. QUESTIONS & ANSWERS: 1. Question: Can I wear a regular racing suit that is not a body suit? Answer: Yes, suits introduced prior to September 30, 2007, are legal for U.S.M.S. competition. 2. Question: Can I wear my LZR at nationals in May? Answer: At this point questions about suits (those introduced after September 30, 2007) for nationals cannot be answered because the new list of FINA-approved suits has not been published nor is there a set date for publication of that list by FINA. Until FINA publishes the new list of approved suits, the current status of approved or rejected suits is in effect; therefore, your LZR is currently approved for competition until the new FINA list is published. However, should U.S.M.S. officially receive information that any of currently marketed suits introduced after September 30, 2007, have been rejected by FINA, those suits will no longer be considered legal. 3. Question: Why can’t questions about suits for nationals be answered now? Answer: According to the Dubai Charter (published by FINA 03/15/09), manufacturers must resubmit their suits for approval by March 31, 2009. The suits will be retested under a new system for buoyancy (no more than 1 Newton), material (no thicker than 1 mm), and construction (no trapping of air), just to mention a few criteria. At the point of publication by FINA of newly approved suits, the questions about legal suits for nationals can be answered. 4. Question: How will this impact Masters competitors? Answer: That LZR, TYR, or Blueseventy suit you bought after September 30, 2007, is legal at this moment, but it could be illegal after the new FINA-approved swimsuit list is published. Regardless of the new list, that old Fastskin that you have will be legal since it was introduced prior to September 30, 2007. 5. Question: My coach is forcing me to swim the 1650 Free as a training swim. Can I wear a drag suit over my jammers? Answer: No. Although wearing an extra drag suit may not be perceived as having an advantage, the interpretation is that only one swimsuit is permitted. 6. Question: Does “one suit for competition” mean I can only wear one suit for the whole meet? Answer: No. You can change suits during the meet, but you can only wear one suit at a time. This restriction applies only to the actual races (competition). You can wear more than one suit during warm-up and warm-down. This restriction applies to all types, makes, and models of swim suits, but it is not intended to apply to athletic supporters or modesty type wear (a single pair of “briefs” or “bikini bottoms or top” or a sports bra worn to ensure modesty and privacy). USMS does abide by FINA policies however we recognize that there is much confusion with interrupting and applying the FINA release. In response and until further suit policy clarification is provided by FINA, USMS Board President Rob Copeland issued the following statement. Additionally, the USMS Rules Committee will be meeting on May 31st as they monitor the situation, any new information made available, and the implications it could have on USMS sanctioned events. While FINA has listed the 202 approved swimsuits, FINA has NOT listed the 10 suits that have been “rejected for not passing the tests of buoyancy and/or thickness” or made a ruling on the “136 swimsuits to be modified in accordance with “Dubai Charter”." Until FINA provides the definitive list of banned swimsuits and specific actions on the 136, we should not report any suit as banned in a USMS sanctioned event. If you hear anything from FINA in contradiction to this statement, please inform me as soon as possible. list of FINA approved suits FINA press release Rob Copeland President - United States Masters Swimming USA Swimming Statement on May 19, 2009 FINA Ruling (5/20/2009) FINA released its list of approved swimsuits on May 19, 2009, which included 202 suits approved for competition. The list can be viewed on FINA’s Web site. USA Swimming will follow the FINA ruling made Tuesday in Lausanne, Switzerland. As the World Governing Body for our sport, we rely on FINA to provide adequate testing and judgment on which suits can and cannot be used in competition. Certainly, such legislation has an effect on our more than 2,800 club teams and the athletes they represent. We want to assure our membership that we are reviewing the recent legislation and will soon provide an update on how this might affect swimming at the club level. We appreciate your patience as we work to provide complete and accurate information on this topic. USA Swimming has not yet taken any action with respect to the published list of approved suits and will not do so until after the Rules & Regulations Committee meeting scheduled for May 29-30. Following that meeting, a formal announcement will be made regarding how the approved list will affect USA Swimming and its rules & regulations. ~ ~ ~ ~ ~ ~ ~ ~ ~ ~ USA Swimming amends rules regarding swimsuits (6/1/2009) Following the ruling by FINA on May 19, 2009, regarding approval of swimsuits for international competition, USA Swimming’s Rules and Regulations Committee has announced an amendment to rule 102.9, covering swimsuits at USA Swimming competitions. The committee has also outlined specific rules applying to swimsuits allowed at the 2009 ConocoPhillips USA Swimming National Championships and World Championship Trials and 2009 Open Water Word Championship Trials. These amendments are designed to provide consistency with the rules as established by FINA. Effective June 1, 2009, swimmers competing in USA Swimming-sanctioned or approved competitions will be governed by the following rules. Only swimwear approved by FINA, as reflected on its published list of approved swimwear, may be worn in any USA Swimming sanctioned or approved competition. Additionally, since the FINA-approved list only addresses “new model” swimsuits submitted by swimsuit manufacturers, swimmers will, until otherwise directed by FINA, also be able to wear traditional swimsuits provided the suits meet the following criteria: 1. For female swimmers, the swimsuit shall not cover the neck, extend past the shoulders or past the pelvis, and 2. For male swimmers, the swimsuit shall not extend above the navel or below the knees. There are currently 202 suits on the FINA-approved list. If and when FINA approves additional suits, those suits will also be allowed in USA Swimming competition. At the 2009 ConocoPhillips USA Swimming National Championships and World Championship Trials, and the 2009 Open Water World Championship Trials, the following rules apply, in addition to the above. Only those permitted swimsuit models that are available to all competitors may be used. To avoid confusion, availability is defined as follows: 1. The swimsuit manufacturer is present at the event with its approved swimsuits available for all competitors on a purchase, loan, give-away or other basis, or 2. The swimsuit manufacturer has provided to USA Swimming a written representation in the form requested by USA Swimming, that its approved swimsuit will be made available before July 7, 2009 to all World Championship Trials competitors and before June 14, 2009 to all Open Water World Championship Trials competitors on a purchase, loan, or giveaway basis through retail stores, the internet, or other means. USA Swimming will publish a list of swimsuit manufacturers who have made this representation once they are received. Competitors may rely on this list as approval to wear a particular swimsuit model at either event. The full text of the above rules, as well as the list of 202 FINA-approved suits can be found here. These USMS interpretations have not changed and will remain in place until further notice. While USA Swimming chose to modify their rules, U.S. Masters Swimming has chosen to maintain its rules and interpretation until FINA has completed its processes and informed us of its interpretation as it applies to Masters Swimming. While our policy remains unchanged during this interim period, there is new information in the questions and answers following the interpretations. #1. USMS SWIMWEAR INTERPRETATION FINA approval or rejection of new swimsuits introduced after September 30, 2007, will be accepted by U.S. Masters Swimming for USMS sanctioned and recognized competition. The following interpretation regarding the use of two suits during competition was also published March 26, 2009. #2. USMS SWIMWEAR INTERPRETATION For purposes of Article 102.14 of U.S. Masters Swimming Rules of Competition, Swimwear, the use of more than one swimsuit at a time during any USMS sanctioned or recognized competition is prohibited. All LZR and TYR suits are legal at least until the retesting is completed. (We have not seen the official list of suits being retested, so we don’t know if there are models of these suits included.) 3. Question: Why don’t I see the new suit I bought on the new list of FINA-approved suits? Answer: There are 136 suits that are currently being retested by FINA. The target date for those results is June 19, 2009. The suits are being retested under the new system for buoyancy (no more than 1 Newton), material (no thicker than 1 mm), and construction (no trapping of air), just to mention a few criteria. At the point of publication of those results, the USMS Rules Committee will consider those test results. 4. Question: How will this impact Masters competitors? Answer: That suit you bought after September 30, 2007, is legal at this moment, but it could be reconsidered by the USMS Rules Committee after the next FINA-approved swimsuit list is published. Kathy Casey, Chair U.S. Masters Swimming Rules Committee rules@usms.org ~ ~ ~ ~ ~ ~ ~ ~ ~ ~ PR46 - FINA Executive Meeting / Swimsuits FINA Executive held a meeting in Lausanne Switzerland on June 19, 2009 to consider the swimsuits approvals under the transitory regulations in accordance with the Dubai Charter. The Executive reviewed the recommendations of the Swimsuit Commission issued on June 18, 2009 in connection with the swimsuits subject to re-examination further to the first Commission Meeting on May 19, 2009. The Manufacturers have re-presented their swimsuits with modifications. In certain cases, the Manufacturers have submitted arguments regarding the fact the construction or material of their swimsuits would not create air trapping effects. The Executive approved the swimsuits as per attached list. Regarding the application of the criteria, the Executive found that the evidence of “in use” air trapping effect is complex and that it would require considerable time to create and implement comprehensive control mechanisms and test methods which would permit to establish the effect with absolute certainty in connection with particular swimsuits. In a transitory period where the industry had little time to anticipate the requirements, it is also important to take into account that the outcome of the approval process can have substantial impact on existing production and stocks. Therefore, in cases where there was a reasonable doubt as to the effect, such doubt had to be taken into account in the decision concerning the respective swimsuits. To secure a level-playing field, the swimsuits approved will be available to all swimmers at the World Championships in Rome. The approved swimsuits will be labelled and will be checked in Rome prior to competition. The rules regarding shape, use of only one swimsuit and no taping will be strictly applied and controlled in the first call room. FINA will continue the process of controlling the evolution of swimsuits and will issue new rules including new criteria for 2010. For each of the technical committees of the five FINA aquatic disciplines, the number of members was increased from 12 to 15. This new composition is aimed at supporting the development of FINA sports in the five continents and is due to the improvement of the number of affiliated FINA National Federations worldwide, which is actually of 201. These new technical committees will meet before the end of the year to establish their four - year plan of activities, to be presented at the next FINA Bureau meeting on January 15-16, 2010 in Bangkok (THA). Moreover, the Bureau reconfirmed its position in relation with the requirements for swimwear approval, reinforcing the decision of the Congress on July 24, 2009. These rules include the following conditions for swimwear approval: Surface covered: Men swimsuit shall not extend above the navel nor below the knee and for women shall not cover the neck or extend past the shoulders nor shall extend below the knee. Type of material: The material used for swimsuits can be only "Textile Fabric(s)" defined for the purpose of these rules as material consisting of, natural and/or synthetic, individual and non consolidated yarns used to constitute a fabric by weaving, knitting, and/or braiding. Surface treatment of the textile fabric: Any material added on to the surface of the textile fabric (e.g. coating, printing, impregnation) shall not close the original open mesh structure of the base textile fabric. The treated material shall further comply with all requirements in particular in regard to thickness, permeability and flexibility. This part of the rule does not apply to logos and labels. This applies to both the manufacturing level and the actual use of the swimsuit. Flexibility: the material shall be flexible and soft-folding. Regular flat material: The material shall be regular and flat. The material shall not form outstanding shapes or structures, such as scales. Outside application: No outside application shall be added on the material. Variety of materials: Different materials may be used in one swimsuit provided they are textile fabrics as defined above and they comply with all other criteria including notably thickness and permeability (measures to apply to total layers). Combination of materials shall further not create outstanding shape(s) or structure(s). Layered materials must be completely attached/bound/stuck together except where required to protect sensitive parts ("privacy layers"). Thickness: The material used shall have a maximum thickness of 0.8mm. It is clarified that this maximum thickness does not apply to seams as far as they are functional and their thickness and width result from their natural function. Buoyancy: The swimsuit shall not have a buoyancy effect above 0.5 Newton measured after application of vacuum. Permeability: Material(s) used must have at any point a permeability value of more than 80 l/m2/second. Permeability values are measured on material with a standard multidirectional stretch of 25 %. However, measure on material which cannot be significantly stretched will be effected on unstreched flattened material. Construction: No zippers or other fastening system is allowed. Seams shall be limited to functional systems and shall not create outside shapes. External stimulation or influence: Swimsuits which include any system providing external stimulation or influence of any type, including pain reduction, chemical/medical substance release, electro-stimulation etc. are prohibited. Consistency: Swimsuits effectively manufactured and used shall correspond to and be fully consistent with submitted samples. Any modification before use (including impregnation) is prohibited. Customisation: There shall be no variation/modification for individual swimmers from the models corresponding to the samples submitted for approval. The new requirements for swimwear approval will be enforced from January 1, 2010. The list of approved swimsuits by FINA Executive on June 19, 2009 and published on the FINA website, is valid until December 31, 2009. Approval of swimwear in the future will be done at least 12 months before the next FINA World Championships (50m) or Olympic Games. Moreover, the manufacturers will have the responsibility of making those models available on the market (available on sale to Federations and competitors) at least six months prior to the next coming FINA World Championships or Olympic Games. As announced by FINA President Dr Julio Maglione, the Bureau appointed a Commission led by Prof. Jan-Anders Manson (from EPFL in Lausanne, SUI) and formed by scientific experts and an athlete’s representative to control the swimwear approval process and to monitor the development of the swimsuit industry based on the rules established by the FINA Bureau and the measurable scientific tests on buoyancy and permeability. ~ ~ ~ ~ ~ ~ ~ ~ ~ ~
