If they want to protect them from sunburn and jellyfish then they should let them have their arms covered.The current techsuits provide very little covering of the shoulders and back. I agree 100%. If it was possible, I'd agree even more.
Performance wise, covering the arms makes very little difference at the end of a 40k day of work. However, when having to go through clouds of jellyfishes, it makes the difference between completing the event or being forced to abandon. Right now, unless more progress had been made in this area over the last decade or so, the only way to handle this issue is by spraying the burned area with a solution made of vinegar etc...
Sure there's the heat factor but again there. I've seen 15/16yo young ladies being thrown in a 40k marathon water being little under 60deg. Well, that's insane somehow and allowing them to retain their heat, I'd be very comfortable with this. Usually they have to quit this sort of race before the end (when not covered). The problem is that when they do so, they're already pretty advanced on the hypothermia scale. They may get to the phase where they no longer feel the cold etc. We put a end to this when we realize they can no longer have a conversation or even swim in the right direction.
Jelly fishes burn, but leeches suck. Can take a very long while sometimes to remove them and as a consequence, often swimmers keep them on for a very long while. This too is insane. It's worst than Jelly Fishes.
