Is underwater dolphining kicking equivalent to fly kick?

I never kicked underwater when I was an age grouper. But I now find kicking on the surface too uncomfortable and kicking underwater is kind of fun (especially with fins).
I'll do full 25s underwater with fins. Or without fins I'll do four or five kicks underwater and then one on the surface (I don't know if this is a real drill but something I made up).

Butterfly uses the dolphin kick. I find, however, that there are subtle differences in how I perform the dolphin kick on the surface of the water (i.e., while I am swimming butterfly) and when underwater. Basically, however, an underwater dolphin kick is equivalent to the kick used in butterfly.
