Different organizations, different rules. In masters you can have USMS national records (eg set at USA-S meets) that are faster than FINA world records, and that makes even less sense.
I don't know if the swimmers knew this would be the consequence of wearing the suits, but even if they did, I'm sure they would rather have a WR than an AR.
