One can run 40min without learning how to run, one can cycling under the hour without learning how to cycle (other maybe from getting a decent areo bike fit), but swimming under 20m without spending several hundred of hours in learning how to swim is unlikely.
You can stand by any flimsy statement you want. Every Y in America is populated by people who can swim 40 minutes with horrible form, in hot water to boot.
As a non runner who is learning to be faster in the sport, it is the most confounding sport I've ever encountered. Technique is a huge part of running, not sure how you think it isn't. Runners are the most technical athletes I know.
I don't know many people who can run 40 minutes without training, btw.
