Dry land toning

I am thinking of getting a resistance tube with handles to do some dry land toning of my legs & arms to help tone and lose fat better (toned muscle burns more fat right?) How do I know whether to get a "light", "medium", or "heavy" resistance? I typically swim 4000-4500m per workout, if that matters. I am thinking medium.     I agree - you should have different resistance levels so you can work on different things (strength, power, endurance, etc). Also, its important to note that the resistance level will change based on the exercise being performed. Toning - no such thing. People perception of "toning" is basically building muscle and burning fat.
